Downs has declared for the 2023 NFL Draft, Pete Thamel of ESPN reports.
ANALYSIS
Downs, a two-time All-ACC selection, is now slated to forego his senior season at North Carolina, as well as the San Diego County Credit Union Holiday Bowl against Oregon, and instead begin his NFL journey next year. The 175-pounder is currently ranked the No. 4 wide receiver in the upcoming draft, according to ESPN NFL draft analyst Todd McShay. With back-to-back campaigns with at least 94 receptions, eight touchdowns, and over 1,000 yards, Downs leaves the Tar Heels with the fourth-most receiving yards (2,483) and second-most touchdown catches (22) in program history.

The graduation of Sam Howell is a bummer for Downs' 2022 projection, but Downs proved in 2021 that he's the real deal capable of star-level play. He went over 100 receptions on a team where the second-leading target had 31 receptions, and his 1,335 yards was 40.2 percent of the team passing yardage – an extremely high figure. Downs saw double-digit targets in all but three of his 13 games last year, and a similar 2022 workload could be in store as Downs looks to seize the attention of NFL scouts.
North Carolina has to replace over 60 percent of its targets from a year ago, leaving its receiver pecking order up for grabs. Downs appears to be one of the few locks to start among this inexperienced group, though, and his small sample size as a freshman was promising. A former Top 100 recruit, Downs broke out in the Orange Bowl against Texas A&M when Dyami Brown sat out, catching four of five targets for 91 yards and two touchdowns. If Downs stays on his current trajectory, he will be Sam Howell’s top target, and that would vault him into must-start status every week.
